For transferring files or folders from one device to another, most users still prefer using Bluetooth technology. Not only just file transfer but Bluetooth device is also used for playing music as a speaker, or as a mouse. But recently several users started complaining that they are receiving an error called Setup incomplete because of a metered connection while trying to connect any Bluetooth device to your Windows system.
Because of this error, they were not able to connect any Bluetooth device to their system. We researched a lot on this issue and got to know that there are 2 reasons why this is happening and came up with 2 solutions which will resolve this problem.
Don’t worry if you are also going through the same problem and are not able to connect to any Bluetooth device. Please follow these solutions given below in this article for fixing it.
Some of the workarounds are listed below which might help the users.
- You need to reboot the system a few times and see if this resolved the issue.
- Try a different internet network, which means if you were using the Wi-Fi network, then try using the Mobile hotspot or ethernet cable network.
Fix 1 – Turn off the setting called Download over metered connections
When the Bluetooth devices are connected to the system, they check for the latest version of their drivers on a regular basis for downloading and installing them. When they try to download, it will choose to download over the metered connection if the setting Download over metered connections is enabled.
So we recommend turning off the Download over metered connections for all the Bluetooth and printer devices on the system as explained using the steps below.
Step 1: Press the Windows and I keys together on the keyboard which opens the Settings app on your system.
Step 2: Next, select the Bluetooth & devices option on the left side panel as shown below.
Step 3: On the right side, select the Devices option from the list as shown.
Step 4: Scroll down the page to the Device settings section.
Step 5: Next, click on the Download over metered connections toggle button to turn it Off for disabling it as shown below.
Step 6: Once done, close the window.
Fix 2 – Turn off the Metered connection of your Network
Sometimes the drivers or device software are downloaded to update to the latest version. If the metered connection of your network is enabled, then it will throw such errors as shown in the article above. So the most obvious fix to this issue is to turn off the metered connection of your internet network on the system.
Here are the steps on how to do it.
Step 1: Open the Settings app by pressing the Windows and I keys together.
Step 2: In the Settings app window, click the Network & internet option.
Step 3: If you are using the Wi-Fi network, then click Wi-Fi to open its page.
Step 4: Then click Manage known networks to view all the known networks once connected to the system.
Step 5: On the Manage known networks page, click on a Network connection to open the properties page.
Step 6: Then click on the Metered connection toggle button to turn it Off in order to disable this feature as shown below.
Step 7: Repeat the same process to disable metered connections for all the other known networks.
Step 8: In case you are using the Ethernet, click the Ethernet option on the Network & internet page and do the same as explained above to turn off the metered connection feature.
Step 9: When done, you can close the settings app.
Fix 3 – Perform Network Reset
If the issue discussed above in this article is caused because of some network settings or issues, resetting the network is probably the best fix.
Step 1: Press the Windows key on your keyboard and type network reset.
Step 2: Then select Network reset system settings from the search results as shown below.
Step 3: This opens the Network reset page.
Step 4: Click Reset now button on the Network reset page as shown in the below image.
Step 5: Once done, you need to close the Network reset page.
This will reset all your network connections, adapters, etc. So you may have to reconnect all the connections including the VPN client, etc.
Fix 4 – Disconnect and Reconnect the Network
Some Windows users have tried disconnecting the network for the internet on the system and then reconnected it and got this issue resolved.
So let us also try this method and see if this works for us too. Follow the steps below on how to disconnect and reconnect the network again.

Step 5: Now wait for some time and again try to connect it back by clicking on the Wi-Fi network connection and then clikcing Connect as shown below.
Step 6: After clicking connect, it will prompt to enter the password of the Wi-Fi network you had selected.
Step 7: Enter the password and click Next.
Step 7: This will reconnect the Wi-Fi network again on your system.
Step 8: In case you are using the Ethernet, unplug the ethernet cable connection from the system and wait for some time.
Step 9: Connect the cable back to the system again after a few minutes.
Fix 5 – Remove the Bluetooth device and Connect it back
If the problem only persists with some Bluetooth devices and not with the system, then it is better to remove the Bluetooth device from the system and then reconnect it again and see if this works.
Let us see how this can be done using the steps given below.

Step 8: In the Add a device window, click Bluetooth option for adding any audio device, phones, etc.
Step 9: Follow the onscreen instructions for finishing the process.
Step 10: After adding the Bluetooth device, it should not throw such errors on the system.
