I found this service sending out 15mb of data every time I rebooted my computer.
I used the Registry Editor method and it stopped the data transfer problem by editing the "Connected Devices Platform Service" this also stopped "Connected Devices Platform User Service_xxxxx" which was the service that was really causing the problem but would never allow me to disable it manual so now all is good.
Thank You
