So, if you want to preserve bookmarks, go to chrome://bookmarks/ in chrome. Now, click on export to export the bookmark. Seems the dialog box for saving photos also freezes it for some time,
also noted the “Utility:Windows Utility” takes a while to load the footprint value in the chrome tasks manager and the dialog is greyed out. This has been going on since Summer 2020
