Power settings kept on changing the screen to go out after 15 min. I wanted it to change to 1 hour (60 min) because sometimes the screen would not wake up. But after reboot it reset back to 15.

As none of the solutions I found online worked so I came up with the following solution.

A batch file with the following:
@echo off
@powercfg /change monitor-timeout-ac 60
@exit

With a shortcut in: C:\Users\(Username)\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

So it runs every time Windows starts.

After hours spent and multiple options tried, I had overlooked the one simple solution that finally worked on Windows 10.
1. In the Power & Sleep, select Additional power settings.
2. The critical step is to click on CREATE POWER PLAN option at upper left.
3. Select existing plan to begin and give the plan a name. Click next.
4. Set minutes to [a] turn off display and [b] put the computer to sleep
5. Click on "CREATE" plan or your timings will NOT be saved.
Once created, it is the default power plan when clicking on Additional power settings.
