they obviously meant the Windows button (the one with a flag) + A.
BTW none of the above solutions worked for me :/ still trying to fix it.

ctrl a does not open action plane. it highlights everything on screen. wtf! duh

Media Feature Pack is solution.
Microsoft Optional Features
Media Feature Pack for N versions of Windows 10 is available for download as an Optional Feature. To install the Media Feature Pack, navigate to Settings > Apps > Apps and features > Optional features > Add a feature, and then locate Media Feature Pack in the list of available optional features.

Note Although you are not prompted to restart your computer, you must restart in order to successfully complete installation of the Media Feature Pack.
