I know this is an older post, but I was recently having this issue and found this in hopes for a fix. None of the fixes worked for me. After taking all of the steps, I was still having an issue moving a full screen window to my second monitor without it getting "caught" on my primary monitor edge with the intent to snap, or the screen would not drag at all.

For me, come to find out, it was an issue with my mouse DPI settings. I'd recently gotten a new mouse which defaulted to a lower DPI (sub 800). When I adjusted it back up to 800+, the issue went away and I could drag windows appropriately.
