Thank you for the research and the final fix for a frustrating problem. I guess each of our systems are unique.

My gpedit and regedit tries failed. As Tony said, the reg value had to be created at least on my new win 11 laptop. Nothing gave me anything but a black screen when trying to change the background however.

What worked was taking out the transcodedwallpaper file, first fix mentioned.
My point here is that your various approaches are all needed because what works for one may not work for another.

I’m a systems guy, but was just helping a non-techie with a newly purchased PC with Win11 Home pre-installed. When the background failed to stick I started googling and was able to find this page easily. I worked through all options and the final option for the registry change was the winner. Note that the key doesn’t exist, I needed to create it. Sincere thanks to you for this detailed article. You didn’t need to take the time to write it, but you did, and it is appreciated.
